I take care of my 19yr old sister and her 5 month old bby. I provide for them everything. The father has child support order but has not paid a dime or helped her since she was pregnant. I am all the only family able to help my sister and im helping her continue and finish her highschool education. 

Its worth a shot but I've known people that have provided all support for someone and they still couldn't bc the person was not incapable of working and providing for themselves. 

Your niece yes, your sister, unless she is declared a ward of the court by the age of 21, then the army will not allow you to sponsor a sibling :( At least that was what I was told when we tried to sponsor my brother and nephew. To command sponsor your niece you would need something giving you guardianship. I had a notorized form. To get them placed as a dependent you would have to have court ordered custody or guardianship. 

@Megan LeeAnneThank and Megs thank you for responding. It has been stressful trying to get her squared away, especially with that new baby. I appreciate the advice! 

We were able to do that for my mother in law and she had base privileges and emergency medical care. She did work part time but all we had to do was show that she was not able to support herself as she didn't work full time, and no she was not disabled or anything. Give it a shot! 

Could you try and get your sis as your live in nanny perhaps? Never tried anything like this so not sure
